Perspecta has an immediate/upcoming need for aWorkproduct Manager inWashington, DC.
Perspecta is currently conducting interviews to make contingent offers for an exciting potential new customer, the Department of Labor (DOL). Candidates with a current Public Trust clearance, and all other qualified personnel are encouraged to apply for immediate consideration. The customer states that employees working under this task order shall be United States Citizens or legal permanent residents (i.e.: "Green Card Holders").
Plans, directs, and co-ordinates a cross-functional team's activities to manage and implement project and/or interrelated projects from contract/proposal initiation to final operational stage. Determines, monitors, and reviews all project/program economics to include costs, operational budgets, staffing requirements, sub-contractors, resources and risk. Identifies and assembles the appropriate blend of resources to meet project/program needs and requirements; including sub-contractor selection.
Plans, schedules, monitors, and reports on activities related to the project/program. Leads the project/program team(s) in determining client requirements and translating requirements into operational plans. Ensures adherence to legally binding requirements and client's long-term goals. Facilitates status review meetings among project team members and clients. Works with senior management on project/program proposals, bids, contracts, estimates, and schedules. Proposes and develops add-on program opportunities.
Mentors and trains the customer and/or vendor in project management methods, procedures, and activities. Controls project/program requirements, scope, and change management issues. Coaches and counsels members of cross-functional teams to accomplish project/program goals, to meet established schedules, and resolve technical/operational issues. Establishes appropriate metrics for measuring key program criteria.
Determines and installs appropriate automated systems for management of projects. Identifies and recommends contingency measures. Facilitates the creation of communication plans, ensuring that appropriate information is exchanged among key stakeholders. Advises senior management on project management capability and risk. Maintains awareness on emerging technologies and project/program management techniques.
Organizes and shapes an engagement team's strategy to drive success. Develops and manages relationships across the whole client base, discussing benefits and value at senior levels. Drives key meetings and workshops to achieve the outcomes within the deadline.
Consults on governance, strategy and transformation not just operations. Builds and maintains significant alliances and support across the client's business. Leads complex Management of Change (MOC) initiatives. Consults and shapes development of the client's approach to identifying and managing risks and assumptions and for realizing benefits at a department level.
Education and Experience Required:
Bachelor's Degree in Engineering, Computer Science, Information Management or related degree and 10 years experience OR Associates Degree with 12 years relevant experience OR 14+ years relevant experience
Knowledge and Skills Required:
Able to directly manage and coordinate a number of simultaneous projects and activities through all the phases of the project life cycle in accordance with ITIL, SDLC and PMI frameworks.
Able to propose, develop, streamline, improve, update, and increase effectiveness of SLAs for systems and enterprise wide IT Services.
Able to consult with client and other personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules, costs, performance, and contractual obligations.
Establish and maintain technical and financial reports to show progress of projects to leadership, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and prepare and deliver executive level briefings on overall program performance.
Ensure a structure is in a place to promote consistent, high quality delivery; ensuring conformance with work standards.
Experience organizing, directing, and managing IT O&M operations support functions for a large disperse organization within the federal sector.
Knowledge of Agile methodologies and experience using agile to implement projects within a federal Government environment, as well as managing an agile team.
Experience organizing, directing, and managing IT O&M operations support functions and multi-faceted, complex, and inter-related IT projects with a combined scope over 15,000 users and 50 sites in WAN/LAN environments.
Demonstrated ability to lead large sized team (100 or more resources).
Ability and experience to deal with ambiguity and frequent changes in priorities, as well as prioritize workload based on needs of the customer.
Successful enterprise experience in an IT or technology-related field, with the last 5 years within the last 15 years, on large Government or commercial technical contract.
Team lead experience supporting an enterprise O & M infrastructure within a federal Government environment.
Experience as a Program Manager, overseeing multiple, simultaneously executed projects, in an organization of similar size and scope.
An Active Public Trust or the ability to obtain a clearance.
