Responsibilities

The Web Developer is responsible for assisting with the coding, design and layout of multiple website according to the customers requirements, and specifications. You will participate in ITSM solution design, hands-on coding, platform installation and configuration, component deployment, testing, and documentation activities according to the needs of the project. You will use a variety of programming languages, including HTML, CSS, and JavaScript, to create websites from templates or from scratch. You will provide input to determining what technologies should be used to build a website to meet requirements. Using your technical skills, the Web Developer will work with Designers to determine the look and feel of the websites. The ideal candidate for this position is a hands-on professional with solid technical knowledge and the ability to translate business needs into a user-friendly function that will expand the effectiveness of the programs ability to meet requirements.

Specific tasks that the Web Developer will ensure is accomplished, either online or as instructor-led opportunities, includes:

  1. Responsible for contract deliverable 33 Development and implementation of the Task Order Management Portal within 90 days.
  2. Writing efficient code
  3. Creating websites/a website using standard HTML/CSS practices
  4. Working closely with web designers and programmers to produce the website
  5. Constant communication with other colleagues in the business to develop and deploy their content and ensuring there is a clear establishment of what can be created within what timeframe
  6. Researching different software programs, maintaining software documentation
  7. Implementing contingency plans in case the website goes down
  8. Assist in maintaining and expanding/enhancing the website once built
  9. Provides web development for online presence of a government program, using current software and techniques to satisfy program brand and design objectives.
  10. Assess current technology used and make recommendations to ensure technology achieves program objectives.
  11. Provides programming expertise.

Qualifications

Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 05 08 yrs. experience, Master's w/ 03 - 05 yrs. experience, Or related equivalent experience w/o a degree.
  3. Proficient with Web Development.
  4. Experience with HTML/XHTML, CSS, JavaScript
  5. Experience with Server architecture.
  6. Strong knowledge of application development processes, DevOps, and Agile methodologies
  7. Ability to translate complex technical terminology, concepts and issues in terms understandable to technical and non-technical management and staff
  8. Broad development experience in a variety of technologies Excellent organization skills
  9. Ability to follow security protocols to protect sensitive data.
  10. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)].

Desired Qualifications:

  1. STEM Masters degree (e.g., computer science, management information systems, systems engineering).
  2. Certification, Web Application Development.
  3. Experience using Agile systems implementation methodologies.
  4. Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes.
  5. Emphasizes personal and professional growth. Keeps knowledge and skills current.
  6. Working knowledge of the Systems Approach to Training/Instructional Systems Design (SAT/ISD) methodologies

7. Experience developing plans, processes, schedules tools, techniques to effectively develop and manage schedules for training/outreach organizations ensuring customer satisfaction in addition to analyzing/assessing results, incorporating into continuous improvement.
