Description: The Warfighter Support GEOINT System Engineer (SE) enables NGA/TAW (Warfighter Support Office) to provide cutting edge technology & engineering solutions to ensure timely access, discovery, retrieval of GEOINT by warfighters and IC partners. The SE enables rapid acquisition and employment of commercially available open source technologies tailored to scale & extend distributed interoperable GEOINT capabilities & services. The SE targets mission-driven prioritized needs for proactive Solution Engineering & Implementation, driving Requirements and Interface Engineering, Integration and Test, Deployment, Transition To Ops (TTO) and End-To-End (E2E) Performance Modeling and Analysis efforts, following lean agile process methodology.

Deliverables (generated IAW NGA best practices and lean agile methods tailored per government direction) include: project plans/schedules, mission needs assessment and use cases, architecture integration and interoperability analysis, CONOPS, requirements and products engineering, test and TTO plans/procedures/reports, system A&A, CTF readiness and opportunities/risks/issues management. The SE needs a working knowledge of NSG enterprise, initiatives, programs of record, systems, interfaces, NTO test engineering, GEOINT production life cycle, IC and DoD policy, procedures and deployment processes. They must have a solid understanding of Combatant Command, Service Component Command, and Combined/Joint Task Force structures, their garrison and expeditionary ops, and how NGA capabilities support them. They must understand NGA organizations and how they work together to provide GEOINT support as an Intel and Combat Support Agency. They are a key contributor enabling NGAs innovative all source capabilities engineering and technology insertion process, from mission needs identification through rapid solutions implementation.

Other Warfighter Support SE roles and responsibilities include:

  • Applying SE&I processes and project engineering, integrating SW/HW solutions into complex enterprises
  • Mission Needs Assessment, Analysis of Alternatives, CONOPS, GEOINT Functional Support Plans (FSP)
  • Requests for Change (RFCs)/Engineering Change Proposals (ECPs) assessments, impacts, inputs
  • Validation of interface operability and satisfaction of integrated inter-system requirements
  • Mission Partner and Stakeholder Integration across customers organizations, programs, and project
  • Technical leadership planning/scheduling/analysis/status, developing/reviewing/presenting tech artifacts


Required Qualifications:

  • Top Secret/SCI (Active SCI within 2 years; with current SSBI favorably adjudicated within last 5 years)
  • STEM BS (Science, Comp/Data Science, Technology/IT, Engineering, Math or equivalent technical degree)
  • 15+ years experience in related field with 10 years recent agency (GEOINT system, NEA, IC/DoD) experience
  • Strong SE&I skill/experience applying SE&I processes and project engineering, integrating SW/HW solutions into complex enterprises (e.g., performing project implementation planning/scheduling/analysis, requirements & interface definition & analysis, integration & test, readiness & risk management, deployment, TTO, O&S)
  • Technical task leadership planning/scheduling/execution/analysis/status & reporting expertise/experience
  • Comprehends complex technical issues; defines problem in ways that clearly communicate to technical and non-technical staff; persuasively proposes mission capability package solution to meet customer mission need
  • Strong customer service team skills/accountability; able to collaborate cross-functional/organizational teams
  • Self-starter comfortable with limited direction to execute; Ability to independently solve problems
  • Ability to work independently and within a distributed team environment; Attention to detail; Accountable
  • Strong interpersonal, problem solving, organizational, multi-tasking, time management, load-balancing skills
  • Excellent written, verbal, and presentation skills; Able to lead technical forums/reviews/initiatives/studies
  • Comfortable briefing technical and non-technical audiences including senior executives, general/flag officers

Desired Qualifications:

  • STEM MS (Science, Comp/Data Science, Technology/IT, Engineering, Math or equivalent technical degree)
  • Relevant SE&I (INCOSE), IT (ITIL), Agile (SA; CSM), Project Engineering certifications; SAFe model SME
  • Amazon Web Services (AWS) Certification & experience with the AWS Import/Export Snowball technology
  • Firm understanding of requirements definition, allocations, traceability, linkages and dependencies
  • Strong technical understanding of networks (TCP/IP, LAN/WAN), topologies, web technologies
  • Client/server architecture fundamentals understanding
  • Knowledge of and hands-on experience using SAFe, JIRA, Confluence, and scrum methodologies
  • Experience working Security Accreditation and Authorization and Cert To Field process activities/compliance
  • Experience working with OCONUS mission partners and complying with export control/ITAR requirements
  • Working knowledge of NSG/ASG Enterprise organizations/IPOs, leadership, architectures, programs, PORs/ systems, and NGA Acquisition, Baseline Control, Change Management, and Governance Processes
  • GEOINT enterprise/architectures/missions/platforms/sensors/phenomenologies/systems/capabilities/services/ functions/applications SME (esp, NGA systems: GIMS/GERT/GAWK/STARE, NCL, Cedalion, iSpy, IEC...)
  • NGA Initiatives SA (ABI, SOM, OBP, Pilots & Prototypes, GEOINT Services Centric Platform, Resiliency)
  • Military intel, military acquisition, &/or combat arms experience especially at COCOM, SOF & tactical levels
  • Experience in planning and coordinating Operations (OPLANs), Contingency Planning (CONPLANS), Intelligence and Functional Support Plans (ISP/FSP)/Annexes, with recent joint/coalition/SOF experience.
  • Knowledge/experience with all source all domain (space, air, sea, land) NGA/IC/DoD/International GIS ISR
