The DIA Transforming All-Source Analysis with Location-Based Object Services (TALOS) Program will advance the state of the art in big data, data analysis, artificial intelligence, machine learning, and advanced analytics to enhance the DoDs and the Intelligence Communitys (IC) information processes and technical architectures. DoD and the IC, warfighters, policymakers, and acquisition leaders must address strategic challenges that focus on leading-edge IT to deliver insight, advantages, and dominance in all warfighting domainsland, maritime, air, space, and cyber. This TO will provide support to the following DIA organizations: a. Directorate of Analysis (DI) Offices (including but not limited to): 1. Analytic Development Office (ADO) 2. Defense Resources and Infrastructure (DRI) 3. Executive Production and Dissemination (EPD) b. Combatant Commands J2 Intelligence Directorates. This TO will also support Machine-Assisted Analytic Rapid-Repository System (MARS) integration. The primary places of performance are the DIA sites located at Joint Base Anacostia Bolling (JBAB) and in Reston, Charlottesville and Doral, FL., and contractor facilities in the National Capital Region (NCR). Support in other regions, both in the Continental United States (CONUS) and Outside Continental United States (OCONUS), may be required as mission dictates. It is anticipated that long-distance travel will be required for some contractor personnel under the Performance Work Statement (PWS).

The Training Manager manages the planning, development, and implementation of training programs on mission/ business capabilities, services, products, and tools.

They will analyze training needs, design and conduct training and development programs to improve individual and organizational DIA and users of DIA systems performance.

They will manage experienced professionals, plan, conduct & supervise assignments, across multiple training projects.

They will evaluate and determine changes in training methods or procedures.

They will ensure users are capable of understanding, operating, developing intelligence products using intelligence produced by TALOS products. They will deliver a training solution that provides training and education requirements to support development on the TALOS effort. They will develop and deliver training for all existing and new capabilities.

They will be responsible for preparing and conducting training on software capability upgrades and new analytic tools development, to include supporting outreach efforts to promote the use of developed products.

They will be responsible for Training Outreach efforts to promote new TALOS capabilities, services and tools and essential training to ensure user are knowledgeable for how to leverage and operate these mission enablers.

They will be responsible to develop plans, processes, tools, and techniques to collect community/user feedback and customer satisfaction (e.g., surveys, questionnaires), analyze and assess results, identify and recommend opportunities for continuous improvement, and report results and recommendations back to the Government.

They will be responsible for conduct of training classes on all developed applications at government directed locations.

Specific tasks the Training Manager will ensure is accomplished in order to produce training, either online or as instructor-led opportunities, includes:

  1. Developing and maintaining a Training Plan
  2. Maintaining training documentation, including delivery methods, user documentation, and current training materials.
  3. Delivering training to ensure end users of DIA systems understand how to use DIA Products and DIA understands how to operate as a team to deliver these products.
  4. Develop media such as training and educational videos in concert with product releases.
  5. Deliver subject matter expertise for the operational outreach training.
  6. Deliver training through any cost-reasonable and available means as directed by the Government including Video Teleconferencing (VTC), Defense Collaboration Services (DCS), and Mobile Training Teams (MTTs).
  7. Develop, sustain, update DIAs product library to ensure all training is applicable to current production environment.
  8. Deliver and maintain user access to appropriate training.
  9. Provide an innovative approach and cost avoidance to end user training.
  10. Provide end user training in both CONUS and OCONUS locations.


Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 10-12 yrs experience, Master's w/ 8-10 yrs experience, Or related equivalent experience w/o a degree
  3. Experience leading a distributed cross-functional mission and information technology training implementation team.
  4. Experience/Proficiency rapidly translating mission system needs into training capabilities, services, tools solutions.
  5. Experience designing and conducting training and development programs to improve individual and organizational users of systems mission performance.
  6. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)].

Desired Qualifications:

  1. STEM Masters degree (e.g., computer science, management information systems, systems engineering).
  2. Professional Training Certification(s) [e.g., DoD Instructional Systems Design Professional Certification]
  3. Experience using Agile systems implementation methodologies.
  4. Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes.
  5. Experience delivering multi-media training and educational products.
  6. Experience delivering training through any cost-reasonable and available means including Computer Based Training (CBT), Video Teleconferencing (VTC), Defense Collaboration Services (DCS), and Mobile Training Teams (MTTs).
  7. Experience performing Training Outreach efforts to promote new mission/business IT capabilities, services, tools & essential training to ensure user are knowledgeable for how to leverage & operate these mission/business enablers.
  8. Experience developing plans, processes, tools, techniques to collect user community/user training feedback and customer satisfaction (e.g., surveys, questionnaires), analyze/assess results, incorporating into continuous improvement.
