Defense

Responsibilities

  • Performs a wide range of complex analytical tasks for offensive and defensive IO including, but not limited to, identifying and analyzing targets and conduits; developing measures of performance, measures of effectiveness, and identifying evidence of effectiveness; and developing strategies to improve IO effectiveness
  • Analyzes and evaluates capabilities, changes to policy, concepts, strategy, and doctrine
  • Employs, and leads where necessary, military decision making processes (i.e., JOPP, MDMP, etc.)
  • Plans and integrates program-level IRC into cyberspace operations in coordination with the Office of the Secretary of Defense (OSD), the Joint Staff, the Services, CCMDs, and capability program management offices
  • Coordinates, deconflicts, and facilitates communications with all applicable staff elements, components, CCMDs, and agencies with cyberspace- and IO-related missions.
  • Reviews and evaluates cyberspace directives/documents, issue papers, and operations and provide recommendations from an IO perspective
  • Requires understanding of cyberspace operations, policy and doctrine
  • Guides the completion of specific programs and projects relating to the subject matter
  • With no direction, provides expert support, analysis, and research into exceptionally complex problems and processes relating to the subject matter
  • Serves as a technical expert on executive-level project teams providing technical direction, interpretation, and alternatives
  • Thinks independently and demonstrates exceptional written and oral communication skills
  • Exercises considerable latitude in determining technical objectives of assignment
  • Independently develops technical solutions to complex problems that require the regular use of ingenuity and creativity
  • Guides the successful completion of major programs and may function in a project leadership role
  • Works primarily at Fort Meade, MD, with the ability to travel

Qualifications

  • Minimum 15 years of experience in information and cyberspace operations planning to include:
    • Minimum 10 years experience in IO
    • Minimum 3 years experience in conducting MILDEC at tactical, operational, or strategic levels
    • Minimum 7 years experience within DoD and/or the Intelligence Community (IC)
    • Minimum 3 years of experience as liaison or interface across DoD and interagency
  • Minimum of bachelors degree in a technical or business discipline in the area of expertise from an accredited college or university
  • Preferred graduate of the Joint IO Planners Course, Joint MILDEC Training Course, or equivalent
  • Preferred JMPE I graduate
  • Strong attention to detail and organizational skills
  • Excellent communications skills
  • Strong analytical and problem solving skills
  • TS/SCI w/Polygraph
