Defense

The Defense group supports the Department of Defense (DoD) mission to keep our homeland and its citizens safe. We provide solutions to improve the Nation's defense by providing software, systems engineering, IT, training and logistics and fleet management solutions.

Responsibilities

- Assist Code 30 Leadership and Program Officers with assessing and addressing HQMC guidance, combat development activities, acquisition strategies, and OPFOR, OPNAV and SOF priorities as expressed in documents and through interactions including those with senior leaders.
- Maintain awareness of other Services and DOD related S&T efforts.
- Assist Program Officers in interfacing with and developing joint S&T program plans with other services and DOD agencies.
- Assist Program Officers with analyzing and assessing industrial technology, concepts, programs and investments in areas specifically related to program objectives.
- Assist Program Officers with development of technology roadmaps focused on incorporating program technologies into existing or planned acquisition programs.
- Assist Program Officers with development of transition plans for technology products to engineering development and deployment in the Operating Forces.
- Assist Program Officers with conducting or reviewing focused studies and analyses to justify or validate technical decisions related to S&T program objectives.
- Assist Program Officers with reviewing, identifying and assessing emerging requirements, technologies, capabilities, concepts, tactics of interest, and possible teaming relationships in areas related to ONRs objectives for selected technology programs.
- Assist in the development of alternative S&T project priorities, goals and objectives.
- Assist in studies and evaluations of the strategic positioning of a portfolio of related ONR programs with respect to the investment mix and customer alignment, and conduct a sensitivity analysis of the portfolio.
- Assist in studies and evaluations to assess technology affordability and develop strategies for technologies
- Assist Program Officers in evaluating technical progress and plans in S&T programs, make recommendations

Qualifications

The candidate is required to: Possess either (1) a PhD from an accredited institution in a relevant field of study and ten (10) years of relevant work experience, or (2) a Masters degree from an accredited institution in a relevant field of study and fifteen (15) years of relevant work experience.
Relevant field of study is defined as:
-Engineering (i.e. Electrical, Industrial, Naval Architecture, Computer Science, etc.),
-Social Sciences (i.e. Psychology, Brain and Cognitive Science, etc.),
-Natural Sciences (i.e. Biology, Physics, Chemistry, etc.)
-Mathematics
Relevant work experience is defined as:
-Experience in Science & Technology, Engineering or other related technical fields relevant to
ONR Code 30 scope of research (to include human performance, training and education)
-Demonstrated experience in conducting special studies in areas of S&Ts relationship with
Marine Corps Combat Development, Marine Corps Acquisition, and Concept Development
-Demonstrated experience in conducting special studies in areas of expertise that support mission requirements (e.g. Fires, Maneuver, Force, Protection, Command, Control, Communication and Computer (C4), Intelligence, Surveillance and Reconnaissance (ISR, Human Performance, Training & Education (HPT&E), Logistics, Human Social Cultural Behavioral Modeling, Naval Expeditionary Dog Program, Countering Improvised Explosive Devices, Science Addressing Asymmetric Explosive Threats and Expeditionary Cyber)
-Demonstrated ability in preparing activity reports, briefing materials for Senior Review Board, and semi-annual reports to DoD
-Demonstrated ability to effectively communicate orally and in writing with senior level government and military personnel
Additional Considerations: -Fifteen (15) years of relevant experience in Marine Corps S&T, Marine Corps Combat Development, Marine Corps Acquisition, Concept Development
