SAIC is hiring a SME II - Systems Integrator in Fort Meade, MD.

The National Security Customer Group of SAIC currently has a full- time position for a SME to support the United States Cyber Command (USCYBERCOM) J3, Fort Meade, Maryland.


The successful candidate communicates complex programmatic cyber planning information, orally and in writing, elicits understanding and support from professional peers and non-specialists. Demonstrates broad, expert knowledge of the Command’s Cyber missions, authorities, and capabilities as well as equivalent information regarding the roles and responsibilities of the Command’s external program partners which includes (but not limited to) other DoD commands and agencies, other U.S. Government agencies and key partners. Evaluates and conducts development of Cyberspace Operations (CO) requirements and assists in creating CO Lines of Operations (LOO).

The Systems Integrator will Develop the J3 Integrated Data Environment (IDE) based on OBP methodologies.

Provides a solution bringing disparate data together to create a unified operating picture using existing customer tools.

- Build a highly collaborative information-sharing environment, characterized by persistent transparency.
- Enable analytic capabilities at near-line speed.

Drive a continual improvement cycle

- Inject innovative capabilities systematically developed
- Implement across J3
- Build a deeper data science initiative to identify opportunities for increased insight and analysis.

Must be able to provide IDE capability to monitors, coordinates, releases, and tracks orders, guidance, incident reports, alerts, messages, and SA across the Cyber Ops community by using the J3 IDE dashboard, tracking, acknowledgement, and workflow capabilities.

Daily activities include:

- Serves as SME, possessing in-depth knowledge on subjects relating to the conduct, activities, governance, business practices, or operation of USCYBERCOM
- Provides extensive technical knowledge and analysis of exceptionally complex problems that need extensive knowledge of the subject matter for effective development and implementation of solutions Provides technical solutions to a wide range of complex problems
- Works independently without supervision
- Possess understanding and has wide experience in the application of technical principles, theories, and concepts in the required technical field, and has full knowledge of other related disciplines Provides technical expertise in a particular area of IT (e.g., Information Systems Architecture, Telecommunications Systems Design, Architecture, Implementation, Information Systems Integration, Software Development Methodologies, Security Engineering, Communications, Network Systems Management, etc.) or a specific USCYBERCOM functional area (e.g., logistics cyberspace operations research, joint operations planning, policy, technical intelligence, etc.)
- Utilizes automated capabilities to assess risk to DODIN assets
- Guides the completion of specific programs and projects relating to the subject matter
- With no direction, provides expert support, analysis, and research into exceptionally complex problems and processes relating to the subject matter
- Serves as a technical expert on executive-level project teams providing technical direction, interpretation, and alternatives
- Thinks independently and demonstrates exceptional written and oral communication skills Exercises considerable latitude in determining technical objectives of assignment Independently develops technical solutions to complex problems that require the regular use of ingenuity and creativity
- Guides the successful completion of major programs and may function in a project leadership role Assists in identifying and prioritizing requirements for capability development efforts
- Analyzes proposed capabilities, recommends COSs, and develops solutions to address areas of concern for shortfalls
- Develops, maintains, and automates metrics to assess USCYBERCOM operational Measure of Effective and Performance (MOE/MOP)
- Develops concept papers, technical white papers, and related documentation detailing cyber security practices for implementation throughout DOD
- Analyzes vulnerabilities with known exploits that do not have vendor-provided mitigation or remediation action
- Conducts research that focuses on rapidly emerging cyber threats and cyber adversary Tactics, Techniques, and Procedures (TTPs)
- Collaborates with internal and external partners to facilitate cyber SA and information sharing Assesses the development of cyberspace capabilities to validate

- Minimum eighteen (18) years of experience as a Systems Integrator or a related functional area Minimum of Bachelor’s Degree in a technical or business discipline in the area of expertise from an accredited college or university
- Strong attention to detail and organizational skills. Excellent communications skills
- Strong analytical and problem solving skills
- Strong Object-Based Production (OBP), Knowledge Management, Data Fusion, and similar skillsets
