Responsibilities

Perspecta has an immediate need for an experienced Program Manager with enterprise scale Information Technology (IT) service delivery experience. The preferred candidate will have experience in support of R&D and Space related technologies relevant to NOAA operations. The Program Manager position will lead transformative efforts to support NOAA mission pursuits under guidance and direction of NOAA leadership and guidance, with a focus on employing modern technology and good program stewardship in the interest of our customer. The Program Manager will provide program and technical oversight and guidance including adherence to cost, schedule, and contract requirements. The position requires strong written, verbal, and presentation skills as there will be frequent interaction with senior Government leaders, program leaders, and Perspecta executive management. This is a delivery-focused role, and will lead a large, diverse technical team and will be responsible for growing and developing teams and leaders across the program.

Position is Responsible for the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program/project managers, in accordance with contract requirements and company policies, procedures and guidelines. Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers. Manages a directorate within a division. Has supervisory and developmental responsibilities within a functional area. The program director manages one or more projects or programs, may manage an operating office and supervises professional and technical personnel performing in their customary disciplines. Maintains aggressive efforts to achieve objectives. Acts as a technical liaison with vendors. Trains and supervises personnel. Assists in proposal process and coordinates with Pricing Department when required. Responsible for all phases of the program budget. Performs analysis for contract reviews with various software. Develops Quality Assurance Programs for all products and services. Prepare Staffing Plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff. Assign staff and provide technical direction as necessary to complete task. Monitor contract, subcontract, and funding; prepare forecasts of program financial performance. Develop and deliver required contract, departmental, project and/or financial reports.

The Program Manager shall ensure all contractor employees are aware of, understand, and abide by all government rules, regulations, safety practices, and will have full authority to act on matters pertaining to the performance of services under the resulting contract and any issued task order. The Program Manager shall also be the primary point of contact for the Contracting Officer and designated representatives of the Contracting Officer. The selected candidate will be responsible for formulating and enforcing standards, assigning schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization. The Program Manger is responsible for the overall contract performance.


Qualifications

  • Bachelors Degree and at least 10 years of progressively responsible experience (or equivalent) successfully leading and growing profit and loss business with Federal agencies, with at least 6 years of managing multiple cross-disciplinary IT teams on large complex, programs
  • Experience delivering at least $15M/ combined annual revenue.
  • Experience in Program Management within the Federal sector
  • Experience within a science and/or R&D based operational environment relevant to NOAA work (this might include NASA, NOAA, National Labs, etc)
  • Experience managing a multiple award IDIQ contract(s), FFP contracts, and T&M contracts
  • PMI Project Management Professional (PMP) Certification
  • Strong leadership and relationship management skills
  • Understanding of cloud technologies (AWS Azure, Google Cloud)
  • Excellent verbal and written communication skills
  • Excellent time management, prioritization and organizational skills
  • Well versed in Microsoft Office Suite and project management tools
  • Must be able to obtain government security clearance

Preferred Skills:

  • Experience supporting the NOAA, or similar scientific organization
  • Demonstrated knowledge and experience as the Program Manager that has successfully led a multi-disciplinary teams in Program operations for IT Service Delivery
  • Demonstrated ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; skilled at risk identification and management; and communicate effectively to the customer, stakeholder, and project team.
  • Demonstrated knowledge and experience with leading and managing enterprise level projects that has a multi-disciplinary cross-organizational project teams from start to end using Project Management Framework (PMF) and Agile Project Management methodology
  • Demonstrated knowledge and experience to identify programmatic challenges, risks, and constraints coupled with strong ability to convey well thought mitigation strategies
  • Experience with IT service offerings including: Leading Service Desk, Tier 0/1/2;Asset management lifecycle; FedRAMP and brokering cloud infrastructure; ICAM; and Managed print services.

Preferred Certifications:

  • Project Management Professional (PMP)
  • ITIL Foundations
  • Agile Certified Practitioner (ACP)
