The Advanced Analytics, Simulation, and Training Service Line, in support of the Navy and Marine Corps Customer Group, currently has a career opportunity for an Airborne Command and Control (C2) Senior Training Analyst to provide live, virtual, and constructive (LVC) support to Tactical Training Group Atlantic (TTGL), Virginia Beach, Virginia, as a fleet training subject matter expert (SME).

Training SMEs are highly-skilled persons with knowledge gained over years of experience at senior levels. They promote greater information sharing for staffs and stakeholders. They provide realistic as well as reliable, consistent support and well-developed recommendations to various audiences in training and real world events. They will maintain the integrity of the training objectives, and maintain a knowledge base that is consistent with the requirements that cover the full spectrum of the listed Functional Area duties. SMEs serve as the catalyst for developing and evaluating requirements. They provide the expertise and insight to support programs and leaders at all levels, including very senior levels, civilian and military sectors. They are experienced subject matter experts in their fields of expertise.

The ideal candidate will be a former senior-grade naval flight officer (NFO) from the carrier airborne early warning aircraft (VAW) community with high level (command and/or senior staff) experience in airborne C2 operations and at least one tour of duty (two-three years) implementing or instructing C2 principles, doctrine, and naval tactics, techniques and procedures (NTTP) as part of operations or training with naval strike group or fleet staffs or major training command staff. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least four years of applicable training SME experience in:
• Training management
• Developing training curricula
• Conducting fleet/joint training assessments to identify gaps, training needs, and solutions
• Delivering training in person and/or online
• Developing and modifying training event/exercise scenarios and curricula
• Managing training projects as team and/or project leader
• Designing custom training to meet Fleet and Joint training objectives
• Engaging senior staff at the Flag Officer/Director/Manager level
• Prioritizing multiple tasks and schedules with minimal impact on productivity/deliverables

Specific Functional Area duties include:
• Provide expertise and support on applicable tactical and operational-level joint, coalition and service doctrine.
• Review applicable Combatant Commander (CCDR) and theater-specific contingency plans and theater-specific operational plans (OPLAN).
• Function as an academic instructor in assigned warfare area (C2).
• Assist government leads with the development of synthetic scenarios in accordance with current naval/joint doctrine, NTTP, and forward deployed fleet requirements, ensuring all training objectives are accomplished.
• Build and execute complex tactical vignettes and provide recommendations for the development of synthetic augmentation (entities, scenario elements, simulator operators, etc.) to enhance live training exercises.
• Utilize the Master Scenario Event List (MSEL) tool to track storylines and specific events on a daily basis.
• Understand the role of response cells and the replication of subordinate units.
• Develop collection plans in support of observer/trainers (O/T) to aid in the preparation of After Action Reports (AAR) and daily summary reports.
• Participate in the development of the AAR based on observations of the training audience during exercise execution.
• Provide government leads with appropriate observations/lessons learned from LVC training exercises to ensure relevant changes are incorporated in future exercises.
• Provide warfare curriculum development and execution utilizing synthetic wargaming software (e.g., Joint Semi-Automated Forces [JSAF]) for synthetic events/exercises (e.g., Fleet Synthetic Training [FST]-Group Commander [GC]/Joint [J]/Sustainment [S], Ballistic Missile Defense Exercise [BMDEX], Bold Alligator series, Tactical Flag Command Center [TFCC] trainers, academic courses, etc.) and support of live events, as required.
• Provide significant expertise in all combat mission areas (integrated air and missile defense [IAMD], anti-submarine warfare [ASW], strike, information operations [IO], intelligence, etc.) with the operational and technical C2 acumen for training, mentoring and assessing training audiences to include carrier strike group (CSG), expeditionary strike group (ESG), and amphibious ready group (ARG) staffs, and independent deployers (ID).
• Develop exercise documents, including manning documents, messages and orders (e.g., operational orders [OPORD]), exercise directives, MSELs and exercise game books.
• Provide expertise/manning for white cell elements of synthetic training events/exercises and support of live events, as required.
• Develop synthetic exercise injects to enable accomplishment of training objectives for synthetic training events and support of live events, as required.


• U.S. citizen with Top Secret clearance (and SCI eligibility) and Bachelor degree (Science, Technology, Engineering and Mathematics [STEM] field preferred).
• Recent significant operational airborne C2 experience commensurate with the O5 paygrade or above.
• Eight (8) years of technical and general Training SME experience (ten years in lieu of degree will be considered).
• Four (4) years of applicable Training SME and Functional Area experience (see detailed tasks above).
• Minimum of one naval tour (five years’ experience preferred) with high level (senior staff or major training command) experience operating, training, and/or lecturing on C2 principles, doctrine, and NTTP while training strike group or fleet staffs.
• Must possess proven written and verbal communication skills at the junior management and senior executive level, and be able to act independently.
• Experience in use of MS Office (e.g., PowerPoint) products.

• CVW/VAW (E-2C/D) operational experience preferred.
• Command experience.
• In depth experience with the Navy Warfare Training System (NWTS) and use of Navy Mission Essential Task List (NMETL) methodology.
• Experience with JSAF software operation, including the ability to build and execute complex tactical vignettes.
• Experience integrating Joint assets into LVC events and developing exercise documents.
• Familiarity and solid understanding of Fleet Training policy documents, including the Fleet Response Training Plan (FRTP) and Fleet Training Continuum (FTC), and Type Commander Training and Readiness manuals.
