SENIOR DIRECTOR – TECHNICAL PROGRAM LEAD

 

Primary Responsibilities:  The CTC Technology Group is seeking a highly-experienced Senior Director/Technical Program Lead focused on technical program management, business development and the capture of new contracts with a focus on NSA, DISA and other Ft. Meade-based clients. The preferred work location is at our Annapolis Junction, Maryland office.

 

Program Management duties (50%) include: 

  • Oversee daily operations of cross domain file transfer device development, to include schedule, budget and deliverables. 
  • Oversee operation of the team, to include oversight of subcontractor and CTC personnel; interview, down-select and hire additional CTC personnel when required. 
  • Track progress of the program and report through bi-weekly and monthly status reports, to include financial status, and provide in-person reviews with government personnel when required. 
  • Lead and interact with government and project personnel during weekly and ad-hoc meetings. 
  • Maintain the program budget through interaction with CTC budget analyst to ensure that the program budget is maintained at estimated levels. 
  • Provide labor estimates for CTC and subcontractor personnel for specific tasks from inception through the life of the task order. 
  • Respond to Technical Task Orders requested by the government and, when necessary, provide cost proposals and/or detailed technical proposals. 
  • Track CTC and GFE equipment and assist in budget planning for the procurement of equipment when needed. 
  • Track licenses for the developed product and any peripherals to ensure that required maintenance is funded and acquired.

 

Business Development duties (50%) include:

  • Strategic market planning
  • Managing capture of new, funded awards and programs
  • Proposal leadership
  • Competitive analysis
  • Client relationship development and other duties resulting in the expansion of existing programs
  • Creation of new contract capacity when required

 

Basic Qualifications:

  • PhD plus at least 8 years of directly-related experience, or MA/MS plus at least 10 years of directly-related experience, or BA/BS plus at least 12 years of directly-related experience.
  • Formal education in Technical or Applied Engineering relating to one or more of CTC’s Capabilities.
  • Demonstrated success managing complex technical programs.
  • Complete understanding and demonstrated experience in Federal Government program management, business capture, contracting procedures, customer relationship management, and industry best practices for opportunity qualification and conversion.
  • Successful track record capturing and winning competitive contracts.
  • Proven, extensive high level relationships in government and the military with the ability to penetrate a specific agency or agencies.
  • Experience in proposal development and leadership.
  • Developing and presenting tailored, comprehensive technical solutions to client requirements.
  • Ability to work cooperatively with clients to identify future requirements and devise solutions to those requirements.
  • Experience in growing business in software engineering, secure systems and/or information management is highly desirable.
  • Extensive familiarity with the Microsoft Office suite of tools, particularly MS Word, Excel, PowerPoint and Project.
  • Knowledge of cross domain solutions (CDS) and related technology preferred, but not required.

 

Clearance:  The candidate must possess and have ability to maintain a US Government Secret-level clearance required; TS/SCI clearance with full-scope polygraph highly desired.
