Responsibilities


The Security Classification Assessor Test Engineer (SCATE) Level II position is a Intermediate level position that assists the customer with ensuring all required Cyber Security controls have been met by individual programs seeking Approval to Operate (ATO). The SCATE also provides technical subject matter expertise to the customer. The SCATEs tasks include, but are not limited to:


Conducting technical testing and evaluations of customer and industrial partners Information Systems to ensure all IT technical security requirements are fulfilled in accordance with appropriate directives and RMF processes
Providing independent verification and validation testing of systems to be use for certification recommendations and Approval to Operate (ATO) decisions
Reviewing of Information System Security Control Documentation to ensure all applicable security controls are included and have test cases
Conducting penetration testing on systems as determined by the customer
Conducting Software Review Requests (S/WRRs) consisting of researching open source information to ensure that software proposed for use on any enterprise system does not have any security concerns that cannot be mitigated
Conducting research of open source information to ensure any hardware or software being proposed for acquisition and addition onto the customers Corporate Product List (CPL) do not have any security concerns that cannot be mitigated
Conducting In-Depth product reviews as requested by the customer consisting of in-depth research into the product as well as hands-on testing
Supporting enhancements and efficiencies of customer test cases by researching efforts online with vendors and other parties as directed by the customer
Supporting the customers Integrated Security Assessment Program (ISAP) and Technical Information Systems Security Reviews (TISSRs) as directed by the customer

Qualifications

The Security Classification Assessor Test Engineer (SCATE) Level II candidate should possess the following desired qualifications:


a. The candidate should have one of the educational/experience requirements listed below:

  • High School diploma/GED with at least 10 years of relevant experience
  • Associates Degree with at least 8 years of relevant experience
  • Bachelors Degree with at least 5 years of relevant experience
  • Masters Degree or higher with at least 3 years of relevant experience
    (Notes: Degrees must be in Engineering, Computer Science or related field of study. Relevant experience means performing Certification & Accreditation (C&A) or Assessment & Authorization (A&A) testing)


b. Active TS/SCI with Poly
c. Experience in technical project management
d. Possess a DoD 8570 IAT Level 2 or greater certification (GSEC, Security+, SSCP or CCNA-Security)
e. Possess technical knowledge in a majority of the following:

  • ICD 503 and the Government's certification and accreditation process;
  • Networks, computer components, system protocols, and COTS technology;
  • System methodologies including: client/server, web hosting, web content servers, policy servers, directory servers, firewalls, WAN, MAN, LAN, switches, and routers;
  • Software integration of COTS and Government Off-the-Shelf (GOTS) products;
  • Windows, Linux, Unix, and Mac OS X administration;
  • VMware, Xen, Hyper V and other virtualization platforms.


f. Possess technical experience in a majority of the following:

  • Configure and support Windows, Linux, Unix, Mac OS, and other operating systems.
  • Configure and support VMware, Xen, Hyper V and other virtualization platforms.
  • Software engineering.
  • Program design and implementation.
  • Configuration management.
  • System maintenance.
  • Integration testing.
  • Information system engineering.
  • Penetration testing and analysis.
  • System certification activities and efforts related to system certification and accreditation.
  • Research, development, integration, and distribution of IS security tools and associated documentation.
  • Security procedures for systems and software within area of expertise to ensure consistent security policy implementation.
