Responsibilities

Description

Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. Performs all functional duties independently. Works on high-visibility programs, or mission critical aspects of assigned program(s). Oversees the efforts of direct reporting resources and/or is responsible for the efforts of all staff assigned to a specific job.

Note: Resource must be available to work onsite in Washington, DC. No remote work

Qualifications:

10 years' overall experience with 5 years as a Project Manager and 5 years as a Scrum Master Proven leader with organizational and management skills

Proficient in the following qualifications:

Ability to prepare cost estimates and manage budgets

Knowledge/experience with Agile Methodologies

Knowledge/experience of SDLC practices

Effective liaison between business and technical teams

Strong facilitation skills to effectively lead discussions across multiple groups

Project Management / Project Planning on multiple projects

Re-prioritize work based on changing business priorities

Oral and written communication skills including presenting to Executive Level Management Strong knowledge in several of the following qualifications:

Change Management and Configuration Management (VersionOne, ServiceNow, etc.)

Knowledge and use of Application Lifecycle Management (ALM)

Knowledge and use of MS Office Suite

Ability to Perform the following support functions:

  • Capacity Planning
  • Problem/Risk Management
  • SOX compliance / PCI compliance

Hours of support: The standard work week for contract staff will be 5 days a week and 8 hours per day preferable Monday through Friday.

Additional Requirements:

Project Management Professional (PMP) certification preferred;

Able to perform all functional duties independently on high-visibility programs, or mission critical aspects of a given program;

Able to oversee the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific job;

Experience training/mentoring less experienced personnel;

Broad knowledge of project management disciplines as outlined in the Project Management Body of Knowledge;

Extensive experience with managing software application development projects of various sizes, including client interaction and meeting facilitation;

Extensive experience defining project scope, developing work plans and project schedules, preparing project estimates, developing resource plans, and compiling project status reports;

Extensive experience managing heterogeneous project teams composed of resources from multiple vendors/organizations;

Extensive experience reviewing software documentation such as requirements specifications, design documents, manuals, test plans/cases, test scripts and test reports;

Able to obtain Postal clearance;

Excellent communication skills.

Qualifications

A degree from an accredited College/University in Software Engineering, Computer Science or related discipline is preferred.

  • A minimum of ten (10) years experience in software development and/or related field.
  • Able to perform all functional duties independently on high-visibility programs, or mission critical aspects of a given program.
  • Able to oversee the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific job.
  • Experience training, mentoring, and providing technical direction to less experienced personnel.
  • Extensive experience with designing, coding, testing, debugging and documenting software solutions to complex problems concerning computer equipment capacity and limitations, operating time and form of desired results.
  • Extensive experience analyzing complex business applications, developing block diagrams and logic flow charts, and translating detailed design into software.
  • Extensive experience with performance tuning software to reduce execution time or improve efficiency.
  • Extensive experience authoring or contributing to both program-level and user-level software-related documentation such as requirements specifications, design documents, technical manuals, and user manuals.
  • Excellent communication skills.

This position requires United States Citizenship, or a valid Green Card/have lived in the US for the past 5 years and eligibility to apply for/obtain a Postal Clearance.
