The Requirements Engineer responsible for User Training Needs and Feedback will assist the government customer in identifying specific technical and functional training requirements for a TALOS solution, application, tool, or product. Participate in deep dives to understand current processes/systems/tools/solutions and elicit user needs; and then generate requirements for the training. Documenting and disseminating all requirements to the appropriate resource. The Requirements Engineer responsible for User Training Needs and Feedback will provide analytic support to evaluate and identify gaps and inefficiencies in current training materials, documentations, and Curriculums. The Requirements Engineer responsible for User Training Needs and Feedback will collect, record, analyze and visualize the current process flows in support of identifying the root cause(s) of any performance shortfalls. Then using system engineering best practice techniques will document the as-is and work with the customer and Training and Out Reach team to identify an acceptable to-be and develop requirements to be included in a change request (CR) completely documenting the requirement.

Specific tasks that the Instructor - Requirements Engineer responsible for User Training Needs and Feedback will ensure is accomplished in order to produce training, either online or as instructor-led opportunities, includes:

  1. Develop the plans for requirements assessments, both informal and formal
  2. Coordinate, schedule and participate in the requirements assessments
  3. Lead assessment effort in conducting both formal and informal evaluations and analysis
  4. Analyze assessment results and make improvement/change recommendations
  5. Create well written documentation of the findings and/or proposals
  6. Able to effectively use visualization tools (such as Visio, PowerPoint, etc.) to create workflow diagrams consistent with process best practices
  7. Ensure assessment results and recommendations can be incorporated into the requirements documentation.
  8. Conducts requirements engineering, scheduling, reliability, development, and evaluation, maintainability and analysis for training.
  9. Conducts planning, analysis/traceability of user requirements, architectures traceability, procedures, and problems to automate or improve existing training and review cloud service capabilities, workflow, and scheduling limitations.
  10. Assists the Government in the capture and translation of mission and customer requirements/needs into systems/capability requirements and solutions.
  11. Supports the analyses and allocation of requirements.
  12. Assists the Government in strategic technical planning, project management, performance engineering, risk management and interface design.


Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 08-10 yrs. experience, Master's w/ 6-8 yrs. experience, Or related equivalent experience w/o a degree
  3. Excellent Communications skills and must be detailed oriented.
  4. Mid-level working experience in government or industry in relevant work areas including: Requirements Process, for complex System of Systems or Service Oriented Architecture/Cloud environments.
  5. Ability to present complex technical information to technical and non-technical audiences
  6. Experience in developing and actioning Stakeholder feedback into training and learning content.
  7. Ability to follow security protocols to protect sensitive data.
  8. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)].

Desired Qualifications:

  1. STEM Masters degree (e.g., computer science, management information systems, systems engineering).
  2. Professional Certification(s).
  3. Experience using Agile systems implementation methodologies.
  4. Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes.
  5. Emphasizes personal and professional growth. Keeps knowledge and skills current.
  6. Working knowledge of the Systems Approach to Training/Instructional Systems Design (SAT/ISD) methodologies
  7. Experience developing plans, processes, tools, techniques to collect user community/user training feedback and customer satisfaction (e.g., surveys, questionnaires), analyze/assess results, incorporating into continuous improvement.
