Position Purpose

The Quality and Compliance Analyst is responsible for monitoring compliance with Dartmouth policies across the disbursement areas including: Procurement, Accounts Payable, Credit Cards, and Payroll. The position will implement and maintain analytical tools, procedures, and reports to drive compliance and best practices with College policies and applicable laws and regulations. The Quality and Compliance Analyst will analyze complex financial transactional data and recommend policies, procedures, and system enhancements to effectively balance efficiency and risk. This position will work closely with other Central Finance units, Risk and Internal Controls Services, Finance Centers, and other campus stakeholders to develop tools and procedures for continuous improvement.

Minimum Experience

Experience
Three + years of relevant experience.

Experience with data analytic tools strongly desired.

Experience with complex financial systems, with Oracle Financials knowledge a plus.

Experience in higher education environment is preferred

Knowledge and experience with compliance and financial operations in disbursement processes is a plus.

Bachelor's degree or the equivalent combination of education and experience required.

Design Quality and Compliance Programs
• Partner with Finance, Risk and Internal Controls Services, Finance Centers, and other units to define quality and compliance objectives.
• Engage other institutions and organizations to identify relevant methodologies and trends in higher education
• Partner with Finance, Risk and Internal Controls Services, Finance Centers, and other units to identify and align on operational, compliance, and quality performance metrics
• Analyze financial and operational data to formulate recommendations in establishing performance targets
• Collaborate with Finance, Risk and Internal Controls Services and Finance Centers to identify and design processes, procedures, and reports required to support the strategy and establish the proper balance between risk and efficiency
• Design monthly/quarterly performance reporting package
• Collaborate with ITC to align functional requirements with system / reporting requirements
• Partner with Finance Leadership to develop project plan and communicate plan to key stakeholders

Implement the Quality and Compliance Program
• Implement data collection, reporting, analytical, and delivery tools including communicating and training process and procedures to stakeholders
• Develop monthly/quarterly/annual performance and opportunities reporting package
• Establish performance measurement communication plan
• Establish mechanism for monitoring internal and external (industry) changes to policy compliance guidelines, trends, and best practices

Execute and Maintain the Quality and Compliance Program
• Execute periodic reviews, audits, and analyses of operational and financial data
• Provide continuous feedback including report summaries/various metrics to the Finance leadership team to inform decisions on policy, process, control, service, and system improvement
• Conduct research and keep current on key compliance issues affecting higher education
• Conduct research and keep current on best practices.
• Support ad-hoc and seasonal initiatives including an annual credit card certification process.
• Assist with the development of training and communication materials.
