Perspecta is supporting the Federal Protective Service agency of the Department of Homeland Security. We are supporting law enforcement personnel in their mission to keep federal employees and civilians safe and secure.

We are seeking a talented professional to serve as the Project Manager for a large, complex customer acquisition project, will assist the Program Manager, partnering with the Government customer representatives, assisting them in theirefforts to acquire a new system. Under the guidance of the Program Manager, responsible for the overall management of the specific task and insuring that the technical solutions and schedules for the project are implemented in a timely manner. Performs project-level horizontal integration planning and interfaces to other functional systems, including the development of conceptual systems requirements; acquisition documentation; systems integration requirements; systems phasing plan; business application consultation; problem tracking/management; and preparation and delivery of documentation and presentations to the customer.

Will employ project management principles and best practices to acquisition projects, legacy system sustainment projects, new development programs and special projects. Each type of project has different program and project level review processes. The projects are reviewed in a weekly meetings with customer and Program Manager and includes updating and presenting accomplishments, next steps, change requests, help desk tickets, and assistance needed.

Will provide project management services in support of IT business objectives and ongoing operations. This includes systems and project planning, estimating, execution, implementation and ongoing IT support. As such the contractor shall be required to assist and provide direct support to those Subject Matter Experts within the FPS organization. Provide the coordination between resource managers and supervisors and ensures all necessary reviews and approvals are received.

Additional duties will include:

  • Developing and implementing a project management plan to identify activities, events and documentation key for project execution
  • Developing and maintaining an integrated master schedule which accounts for all assigned project activities
  • Assisting with the development of cost estimates and project budgets
  • Participate in the development of required acquisition and System Engineering Life Cycle documentation
  • Coordinating the execution of project activities and events
  • Identifying and addressing risk, opportunity, and interdependencies with other DHS or external systems
  • Maintaining project management quality control standards and measures by ensuring projects conform to appropriate DHS policy and guidance.
  • Providing periodic briefings to the Information Technology Division management outlining the project status and identifying any issues requiring management intervention


  • US Citizenship required.
  • Requires BA/BS with 12+ years of experience with at least 4 years of management level responsibility, MS preferred.
  • Experience developing and coordinating SELC acquisition documentation such as CONOPS, Test & Evaluation Master Plans, Program ManagementPlans, etc
  • Experience supporting the Pre-Acquisition phase of an IT program, to include experience working directly with a customer, supporting thier efforts in acquiring a new system.
  • Experience with frequent use and application of technical project standards, principles and theories.
  • Experience defining, generating, and reviewing project requirements documentation is required.
  • Experience monitoring project to ensure work scope, schedule, and budget are well defined and maintained is required.
  • Experience working under general supervision, providing solutions to technical project problems of moderate scope/complexity.
  • Strong communication skills, both oral and written.
  • Should have strong interpersonal skills, with the ability to interface effectively with a broad range of people and roles.
  • Ability to proactively identify and tackle issues before they become roadblocks.
  • Ability to manage project plans in MS Project.
  • Ability to pass Minimum Background Investigation (MBI), Public Trust requirement.
