Responsibilities

The Program Scheduler/Analyst is responsible for designing, developing, and maintaining detailed resource loaded schedule for training and outreach activities. Work with training, outreach, development and operational teams to develop detailed schedules and assists in keeping these schedules current using recommend automated tools such as MS Project, Primavera or program mandated software. Developing and/or modify program/project schedules and/or the integration of multiple project schedules into an overall Master Program/Project Schedule. Provide hands on development of layered schedule that address how projects are progressing and how each project contributes to the overarching requirements and objectives. You will also be responsible for maintaining status linkages and dependencies with related projects. You will perform schedule risk assessments to identify and mitigate program any scheduling risks. Incorporates changes into schedules by staying aware of outstanding work against each milestone in order to maintain realistic schedule baselines. May represent the team at planning meetings.

Specific tasks that the Program Scheduler/Analyst will ensure is accomplished, either online or as instructor-led opportunities, includes:

  1. Develop the schedule for the Training and Outreach teams
  2. Perform quality control and quality assurance analysis of schedule data to ensure integrity of related data links in an environment of ongoing and continuous schedule data change.
  3. Provide support to IMS Lead in development and publication of standard and tailored schedule products.
  4. Define and communicate impacts of schedule variance on the contract schedule critical path, near critical paths, task/activity float, and impacts of changes.
  5. Take & publish meeting minutes; Advise stakeholders on scheduling issues.
  6. Document & support implementation of scheduling improvements & best practices.
    g. Prepare IMS briefing materials.
  7. Analyze scheduling processes and make improvement/change recommendations
  8. Assists the Government in strategic technical planning, project management, performance engineering, risk management and interface design.

Qualifications

Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 02-04 yrs. experience, Or related equivalent experience w/o a degree
  3. Proficient with Microsoft Office suite of tools
  4. Working knowledge of the use and manipulation of MS Project data, to include data residing in multiple complex sub-projects residing both locally and on remote server locations.
  5. Experience developing and maintaining large Master Schedules
  6. Excellent organization skills
  7. Excellent communication and writing skills
  8. Ability to follow security protocols to protect sensitive data.
  9. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)].

Desired Qualifications:

  1. STEM Masters degree (e.g., computer science, management information systems, systems engineering).
  2. Certification as Project Management Institute Scheduling Professional (SP) or Planning and Scheduling Professional (PSP).
  3. Experience using Agile systems implementation methodologies.
  4. Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes.
  5. Emphasizes personal and professional growth. Keeps knowledge and skills current.
  6. Working knowledge of the Systems Approach to Training/Instructional Systems Design (SAT/ISD) methodologies
  7. Experience developing plans, processes, schedules tools, techniques to effectively develop and manage schedules for training/outreach organizations ensuring customer satisfaction in addition to analyzing/assessing results, incorporating into continuous improvement.
