SAIC has openings for qualified candidates to work on an exciting project in the Charleston South Carolina office. The NG9-1-1 Systems Engineer will provide support to a high profile customer. A proven background in mission critical systems including mission planning, mission execution and mission analysis is required to join this team. Experience in 9-1-1 and NG9-1-1 environments is a requirement. The NG9-1-1 Systems Engineer will be responsible for the design, development and delivery of a major system in a system-of-systems solution. This individual shall perform Systems Engineering activities related to Information Technology or Engineering including: concept of operations formulation, requirements definition, analysis and engineering, system architecting, system analysis and design, interface and data architectures, validation and verification, systems integration, system & operational performance analysis. Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software or engineering specifications. Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements.


- Provide technical and programmatic expertise in the transition from legacy and Enhanced 9-1-1 systems to NG9-1-1.
- Provide technical expertise to systematically develop solutions, review documentation, test, and deploy existing and emerging NG9-1-1 systems.
- Work with the team and the customer to ensure proper integration of the systems with the capability to achieve desired effects.
- Provide technical and programmatic expertise to implement a solution into a larger system-of-systems as well as integration into local, state, and federal systems.
- Develop planning strategies to ensure project completeness, correctness, and timeliness.
- Develop methodologies and metrics to ensure proper system development and schedule.
- Develop engineering visions, strategies, plans, processes, and procedures to ensure proper system development, security, fielding and execution.
- Develop strategies to provide a complete integrated, modular end-to-end software and hardware system to customer.
- Develop strategies for the security, sizing, resiliency, network management, and operations of the NG9-1-1 system.
- Develop requirements and specifications for hardware, software, and systems.
- Systematically research, analyze, engineer, design, and document system architecture and designs.
- Other duties as assigned.



- Demonstrable understanding of existing and emerging technologies in relation to voice, data, and VoIP technologies in a 9-1-1 and NG9-1-1 environment is required.
- Prior experience in the emergency services or 9-1-1 industries.
- Experience in NG9-1-1 implementation planning.
- Demonstrable understanding of NG9-1-1 operational influences to the PSAP, communications networks, etc.
- Experience working with local, State, and Federal governments in all aspects of design and implementation stages of 9-1-1 and NG9-1-1 technologies.
- Experience developing strategies for the security, sizing, resiliency, network management, and operations of a 9-1-1 and/or NG9-1-1 system.
- Experience working with Service Providers and telecommunications entities within the PSAP environment.
- Detailed knowledge of GIS Routing and Data, MSAG, and ANI/ALI is a plus.
- Experience in and understanding of the telecommunications industry.

- Detailed knowledge of 9-1-1 solutions for VoIP, Wired, or Wireless networks.
- Detailed knowledge of NENA Functional and Interface Standards for NG9-1-1, GIS Standards, and NENA i3 solutions.
- Knowledge of ESInet’s and their role in NG9-1-1.
- Understanding of various IP networking protocols including TCP/IP, UDP, HTTP, and IP Multicast.
- Strong knowledge and experience in design and development of mission critical systems in a multi-level security enclave.
- A solid working knowledge and understanding of computer/network security.
- Ability to multi-task without losing focus of critical details.
- Outstanding written/verbal communication skills.
- Ability to excel in a team environment that emphasizes total cooperation and mutual respect.
- Demonstrated successful project development and delivery history.

Required Education and Experience:

- Required: Minimum of five years of experience in design, development, and engineering of Emergency Services and its disparate systems.
- Preferred: 10 years of experience in design, development, and engineering of Emergency Services and its disparate systems.
