Management Analyst Senior provides financial and/or accounting support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, and other organization support elements and other activities. Applies knowledge of management functions, processes, and analytical methods or techniques to gather, analyze, and evaluate information required by program or project managers and customers. Draws conclusions and devises solutions to problems relating to improvement of management effectiveness, organizational structures, work methods and procedure efficiency, and resource requirements, utilization or control. Develops and drafts program or project milestone, progress monitoring, financial, acquisition, quality control, maintenance, or training documentation. May perform work measurement studies, program or project operations efficiency reviews, cost studies, or workload change impact analysis. Relies upon and uses automated management information systems in performing fact finding, analytical, and advisory functions. Provides project management and analysis functions including the development of program and project documentation, determining or analyzing project resource requirements, and developing methods to manage complex projects.

JOB DUTIES/RESPONSIBILITIES:

- Candidate will perform critical program management and business analysis of major DoD acquisition systems and provides recommendations to ensure program success.
- Provide program analysis support for all aspects of the program. Participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs).
- Specific duties include, but are not limited to, the following:
- Planning and resourcing incoming project funds within Navy-Enterprise Resource Planning (N-ERP), tracking expenditure of those funds and compiling financial reports through various reporting tools.
- Candidate will perform reconciliation of financial data maintained off-line; analyze the financial information and provide recommendations based on that analysis to the Government Project Lead.
- Candidate will also assist Government Project Leads with planning, organizing, and managing to bring about the successful completion of specific program/project goals and objectives.
- Candidate will provide assist with development of Work Authorization Agreements, Spend Plan development, assign funding to certain actions and track within N-ERP.
- Candidate will provide direct support for data calls to Government Project Leads.
- Will be required to attend meetings and assist with representing the team on a variety of topics.
- Applies policies and procedures for financial planning.

Qualifications

:
EDUCATION/EXPERIENCE REQUIREMENTS:

- MS or MA degree in a Business, Management or another business-related discipline and eight to ten (8-10) years of experience, or
- BS or BA degree in a Business, Management or another business-related discipline and ten to thirteen (10 -13) years of the above experience, or
- High School diploma or GED with an additional six (6) years for a total of fourteen (14) years of contract management experience.

At least eight (8) years of contract management experience, to include development of program acquisition documentation, development of testing criteria, development of corrective action systems, development of program monitoring approach (e.g. PERT, CPM, EVM), analysis of program’s health, data collection and analysis, development of cost estimates, and development of program status reports.

- Comprehensive knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

REQUIRED:

- Must have experience utilizing the Navy Enterprise Resource Planning (NavyERP) tool.
- Demonstrated experience in the program/project status, earned value management and schedules.
- MS Excel expert

DESIRED SKILLS:

- Leadership experience is highly desired.
- MS Project experience Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Request, Work Requests, Requisitions and Contract Data Requirements Lists.
- Current SECRET clearance and valid CAC.
- Contract Labor Education:
- BS or BA degree in business, management, engineering, or related discipline.
