Description:


SAIC is seeking an IT Management and Governance Manager to support the implementation of IT shared services for a large government agency. By establishing a common operating environment (COE) for all departments within the agency, all users will have access to a service catalog with automated service delivery that is implemented with commercial-grade IT practices. The IT Management and Governance Manager reports to the Program Manager and supports the entire Program Management Office in meeting all technical, schedule, and cost requirements, including the SLAs for service delivery for program management, infrastructure operations, and end user support task areas.

Qualifications:
REQUIRED EDUCATION AND EXPERIENCE:

- B.S. in IT related field
- Minimum 18 years of experience, with at least 10 years of IT service management in a multi-vendor environment
- Providing IT management and governance for programs with at least $50M in annual revenue
- Experience in managing to defined SLAs
- Use of tools and dashboards to track IT costs, service consumption, and performance against plans
- Experience in using ITIL
- Ability to collaborate with program management team to formulate IT strategies to support the COE user community
- Ability to communicate IT strategy, architecture, SLA metrics, financial metrics, and service delivery processes to the program team members and the COE users
- Knowledge of ITIL best practices for Service Management for COE shared services for a user community of 10,000
- Ability to collaborate with program management team to ensure that the end user experience is consistent for every service provider
- Ability to apply knowledge of IT to increase automation and standardization of processes and service delivery
- Capable of communicating with senior executives of the agency, SAIC, and multi-vendor team
- Ability to apply commercial best practices and tools to maintain IT cost tracking, service consumption, and performance against plans
- Knowledge of Organizational Change Management concepts
