ANNUAL SALARY RANGE: $90,168 to $117,748

GENERAL STATEMENT OF DUTIES: Manages the activities of the Finance Department; is an important team member supporting the efforts to become a high-performance organization that is data driven and outcome focused with the ultimate goal of creating an equitable community of choice, through planning, partnerships and people. Performs related work as required. 

DISTINGUISHING FEATURES OF THE CLASS: This class involves responsibility for organizing, directing and coordinating the activities of the Finance Department, including accounts payable, payroll, accounting, treasury, purchasing, risk management, utility billing and other receivables. This role also includes ensuring staff are receiving adequate training (i.e. City Intercultural Competency Training) to provide equitable and excellent municipal services. An important component of this position will be to work as part of an internal team to create a more data-driven, high performance organization focusing on outcomes and not outputs, including cross-departmental cooperation and integration with performance measurement and evaluation.   While the Finance Department supports the work of all the city departments and divisions, it also plays a role in supporting external partnerships through the city departments and divisions and directly where appropriate. The Finance Department plays a role in educating and informing the public electronically and through public speaking and community involvement. The employee in this class reports to the City Manager, represents the City on financial and risk management issues and executes administrative and financial policies of the City. Work is reviewed by the City Manager through reports, conferences and results achieved. 

EXAMPLES OF WORK (ILLUSTRATIVE ONLY): 

ESSENTIAL: Plans and directs the activities of the Finance Department; directs the planning, organizing and maintenance of central accounting systems, including auditing claims, posting of receipts and expenditures, accounting controls, data processing reporting systems, investment policy and procedures, bonds and other indebtedness issuance's, draws and arbitrage requirements and control; develops and executes long- and short-range plans for the department; directs, coordinates and administers all activities and personnel in the Finance Department in accordance with applicable laws, rules and regulations; establishes and maintains standards and measures to monitor and improve efficiency and effectiveness in all areas of responsibility; directs all debt management related matters, including issuance of debt, management of agreements and managing relationships with rating agencies; assists the Budget Director with budget planning, preparation and control; oversee processing biweekly payroll in an orderly and timely fashion with appropriate handling of benefit and payroll tax payments; proposes and reviews proposed ordinances and resolutions relating to City financial matters such as investment policies and procedures and participates in meetings at which such matters are discussed; advises and consults with department and division managers on fiscal matters; consults with and advises the City Manager on the financial condition of the City and legislative issues; makes recommendations for specific courses of action; directs all cash management and investment functions; directs the receipt, deposit and investment of all City monies, together with records thereof, within established investment policies and procedures and applicable laws; supervises the preparation of statements and reports on financial affairs; prepares for the annual external audit and assists in the preparation of the Comprehensive Annual Financial Report (CAFR); develops, plans and makes recommendations regarding property and liability insurance coverages, carriers and agents; insures that continuous subsidiary accounting records are maintained as necessary; supervises and coordinates the limited centralized purchasing programs; acts as fiscal officer for grants; insures the appropriate handling of insurance claims; establishes effective internal accounting controls and procedures and monitors their implementation; maintains an accurate accounting of all financial transactions and balances in accordance with prescribed policies and procedures; reviews and analyzes methods and performance to find ways of increasing effectiveness and efficiency and improving service delivery; participates in the Department Manager and Leadership Team meetings; attends conferences and other educational meetings and reviews professional literature to keep current on public finance issues; evaluates and reviews employee performance; reviews and prepares long range plans, budgets (operating and capital), work programs and reports; directs and coordinates the work of department supervisors; supports, controls and administers the budget for the Department; makes decisions regarding hiring, promotions and disciplinary actions; coordinates activities of the Finance Department with those of other City departments and with public and private agencies; interprets Finance Department programs through news releases, presentation, radio, television and newspaper interviews and contacts with various cultural community groups, both public and private; maintains good public relations and provides equitable customer service; participates in the City’s intercultural competency training and program; responds to customer comments and suggestions in a courteous, timely and equitable manner. 

KNOWLEDGE, SKILL AND ABILITIES: 

ESSENTIAL: Extensive knowledge of Government Accounting Standard Board (GASB) pronouncements and statements, and application thereof, municipal bonding cash management and investment programs, purchasing procedures, property and liability insurance and risk management, utility billing and receivable systems and reporting, payroll procedures and laws, accounts payable and related tax issues, internal and external reporting and governmental accounting procedures; extensive knowledge of the principles, methods and practices of municipal finance; extensive knowledge of recent developments and trends, current literature and sources of new information in public finance; extensive knowledge of automated systems for reporting and control functions related to sound accounting practices and procedures; Knowledge of and experience working with governmental accounting software, including cash basis, modified and full accrual reporting requirements; knowledge of the principles and practices of public administration, government accounting and financial reporting; knowledge of alternative service level (modified zero based) budgeting systems and performance based evaluation systems; knowledge of the methods and techniques of preparing a multi-year capital improvement program budget; knowledge of organizational development concepts, techniques and philosophies; knowledge of diversity, equity and inclusion and the ability to teach staff and model best practices centered on equity in alignment with the City’s mission; knowledge of the safety requirements related to the activities of the Department; ability to provide timely and equitable customer service; ability to make decisions recognizing established practices and using resourcefulness and tact in solving problems; ability to supervise and coordinate the activities of several supervisors; ability to plan and organize work for the accomplishment of objectives; ability to prepare clear, concise and accurate reports both orally and in writing; ability to establish and maintain effective working relationships with employees, city, state and federal officials, representatives of other agencies and audit firms and the general public; ability to provide strong administrative leadership to the Department, challenge traditional ways of doing things and implement new and innovative ways of accomplishing Department objectives; ability to respond to customer inquiries in an equitable, courteous and professional manner; demonstrated ability to follow a management philosophy that is input oriented and values equity, problem solving and development of partnerships; demonstrated ability to work effectively as a member of the team; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork. 

ACCEPTABLE EXPERIENCE AND TRAINING: Extensive experience in financial management and progressively responsible supervisory experience; graduation from an accredited college or university with major coursework in business administration, accounting, public finance or related field, supplemented by an advanced degree in business administration or public administration or certification as a Certified Public Accountant and certification as a Certified Public Finance Officer is recommended; experience working with and supervising a diverse workforce or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
