The National Security Customer Group of SAIC currently has a full-time position for an Business Process Engineer to support the United States Cyber Command (USCYBERCOM) J3, Fort Meade, Maryland.

JOB DESCRIPTION: Business process engineering is the analysis and redesign of workflows within and between organizations. The J3 uses business process re-engineering to implement changes in processes such as operational priorities, requirements management, mission management, operational assessments, and event/incident response. Requires the knowledge of several BPR theories and change management methods IOT make the most efficient recommendations to the command. The Quality Specialist is a Business Process Engineer who performs and enforces quality control activities across the TO. Works with the corporate quality assurance manager to develop and maintain the QCP. Coordinates with TO PM and Task Leads to gather, analyze and report adherence to quality processes for the collection and analysis of performance measures aligned with the QASP. Validates the standards and procedures applied to deliverables. Validates adherence to execution of procedures for schedule, cost, and performance and accuracy of baselines. Able to provide unclassified and classified deliverables to Government POCs and repositories. Oversees the continuous process improvement (CPI) program during execution of the TOR and facilitates CPI by identifying candidate improvements; analyzing impacts, and works with Leads and staff to identify candidate process improvements and technologies. Monitors quality reviews on all deliverables and monitors actions to closure. The Quality Specialists monitors the planning, organizing and managing of internal resources and subcontractors. Initiates Corrective Action Reporting (CARs) when contractual incidents occur, performing root cause analyses to determine if the cause was People, Process, or Tool. Recommends remediation activities to PM and Leads upon completion of the CAR. Maintains the Preventive Action Reporting (PAR) system, which is a list of employee-submitted preventative measures, which has not yet caused a problem, but could potentially do so in the future. Ensures risks are updated regularly, providing situational awareness to the TO PM.

Daily activities may include:

- Provide analysis and recommendations in support of mission-oriented business functions and related applications and systems
- Aligns processes, systems, policies, and organization structures with mission and strategy of the organization and Command
- Analyzes workflows and processes to identify process inefficiencies and areas for improvement Creates process change by integrating new processes to improve existing ones and communicating these changes to impacted stakeholders
- Develops innovative solutions
- Recommends and facilitates quality improvement efforts
- Contributes substantive content throughout business process improvement and modernization efforts to reengineer methodologies and principles, including associated processes, technology, organization structure(s), skills, and organizational culture
- Conducts research, evaluations, studies, and analysis with no guidance
- Contributes substantive content to change management plans, reports, processes, business policy, regulations, and SOPs with minimal guidance
- Has an in-depth understanding of activity data modeling, transaction flow analysis, internal control and risk analysis, modern business methods, and performance measure techniques
- Has an in- depth understanding of Lean Six Sigma and Process Change Management principles to reengineer processes, reduce redundancy, and increase efficiency
- Contributes substantive content to define requirements for information systems required to facilitate and support business process improvements, procedures, and with the development and application of organizational – wide information models
- Develops budget estimates and resource estimates in support of business process reengineering efforts
- Processes large volumes of complex data rapidly and accurately and translates highly technical and programmatic data into actionable reports
- Leverages industry best practices to plan, organize, and guide complex requirements using Commercial Off-The-Shelf (COTS) tools

Qualifications:

REQUIRED QUALIFICATIONS:

- Minimum of fourteen (14) years of experience Business Process Reengineering (BPR) activities with experience using process improvement methodologies, e.g., Lean Six Sigma Minimum of Bachelor’s Degree from an accredited college or university in a business discipline Strong attention to detail and organizational skills
- Excellent communications skills
